In recent years, we have seen a dynamic development of transport monitoring systems in Poland, especially in the context of foreign cargo shipments. The system for recording the transportation of goods, known as SENT (System for the Registration of Transit of Goods), is becoming more important to oppose against illegal trade of goods. The changes are aimed at increasing the efficiency of transport monitoring and adapting the regulations to the growing needs of the market.
Who will be covered by the new regulations?
Since November 1, 2024, the obligation to report shipments to the RMPD applies to foreign carriers from “third countries,” i.e. outside the European Union, Norway, Switzerland and the United Kingdom. For example, transport companies from Ukraine, Moldova, Serbia or Turkey, which carry out transports to Poland, from Poland or in transit through Poland, will be required to make such notifications.
On the other hand, from January 1, 2025, this obligation will also extend to foreign carriers from the EU, Norway, Switzerland and the UK, but only if their trucks are in Poland on transport to or from a “third country.” An example would be a truck from an EU country going from Turkey to Poland, from Poland to Turkey or in transit through Poland.
What will be the consequences for companies?
The introduction of the SENT system to foreign carriers will force transport companies to adapt to the new regulations. Carriers will have to invest in appropriate IT systems that will enable them to report data in real time. As for the consequences of failing to report properly, the situation is clear – any trip without reporting to the RMPD will be treated on a par with a trip without the proper transport authorization. Such an offense carries an administrative fine of up to PLN 12,000 and an immediate ban on further driving.
